  • Moroccan National Sustainable Development Criteria has been developed in the context of the UNDP-UNEP CD CDM project on 2003;
  • It has been adopted by the CDM National council on September 2003
  • National Sustainable Development Criteria: 4 Bases !
  • The project must be integrated into a developing country’s main objectives and be a part of the defined priorities in the National Sustainable Development Strategy;
  • The project must conform to current country laws and in particular the ones affecting the environment and its preservation. It is particularily essential that the study of an environmental impact project must be realised and conform to the national law on environmental impact studies;
  • The project must use clean and well-tried technology and avoid all out moded technology;
  • The project must have a palpable positive impact on local populations: creating jobs; creating wealth; increasing quality of life and clean development capacity building on a sustainable environment.

  • The project involves the construction of the 60 MW Essaouira wind power project in Cap Sim, Morocco.
  • The Cap Sim region is one of the windiest areas in Morocco.
  • The project will enable the use of renewable energy in Morocco and attract foreign and private investment into the power sector in Morocco.
  • The project will reduce GHG emission reductions by displacing existing and to be developed power plants connected to the grid.
  • Technical and financial elements:
  • ·  Project development costs: 1.2 million $US
  • ·  Installation costs: 88.7 million $US
  • ·  Total project costs: 88.9 million $US, financed by ONE and KfW. ONE is still looking for other investors in the project
  • ·  Estimate of GHG emission reductions: 1.62 million tonnes of CO2eq. over 10 years
  • · Estimated carbon revenues from the project: between 8 and 13 millions $US
  • Wind Park EssaouiraEnvironmental impacts
  • The Moroccan law does not require an environmental impact assessment for this project. However, KfW demanded an extensive assessment on the environmental impacts, especially regarding the effect the project has on migrating birds.
  • The environmental impact assessment study allows for an estimate of the effects on the human population, the flora and fauna, water, air, climate, landscape and the structure and functioning of the ecosystems in the area that are expected to be affected. The analysis covers both the wind park itself and the connection lines associated with the project.

  • On 19th of November 2003 ONE organized a stakeholder consultation meeting. The objective of the meetings was to inform interested stakeholders on the environmental and socio-economic impacts of the projects for purpose of the CDM
  • The following issues have been addressed:
  • impact on the physical environment during the construction phase
  • impacts on the natural environment
  • risks and damage that project may lead to
  • impacts on the landscape
  • socio-economic impacts including impacts on labour, telecommunications, infrastructure, the community
  • Wind Park EssaouiraSustainable Development Criteria Stakeholders comments 2/2The summary of the results of the environmental and socio-economic impact indicate that:
  • there will be no significant impacts on the local population, human habitat or infrastructure;
  • the impact on the use of the ground are significant but the damage is limited;
  • the impact on the landscape are insignificant;
  • the impact on the natural environment are reduced to an acceptable level due to corrective measures that will be taken;
  • the socio-economic impacts on the region are positive;
  • the impacts of the project on noise are not significant and will be avoided by taking into account measures like constructing the wind park at a minimum distance of the inhabitants.

  • The baseline is the scenario that represents “emissions from a technology that represents an economically attractive course of action, taking into account barriers to investment”.
  • Project Description:
  • The Akreuch landfill became operational in 1984.
  • The landfill will be closed end of December 2004.
  • The project involves the rehabilitation of the Akreuch landfill by collection of the currently uncontrolled release of landfill gas into the atmosphere.
  • The landfill gas will be collected through the investment in a gas collection system, leachate drainage system and flaring equipment to be installed at the Akreuch site.
  • Technical and financial elements:
  • Project development costs: 0.05 million $US
  • Installation costs: 0.80 million $US
  • Costs of realisation of the project : 0.85 million US$, 100% self-financed
  • Annual operation costs: 0.055 million $US
  • Estimate of GHG emission reductions: 1.59 million tonnes of CO2eq. over 21 years
  • Estimated carbon revenues from the project: 4.77 millions de $US
  • Rehabilitation of the landfill in Akreuch Environmental impacts In Morocco
  • The rehabilitation of landfill sites does not include the collection and flaring of landfill gas.
  • The current measurement taken to rehabilitate a landfill site after closure include:
  • Covering the land with vegetation and introducing terraces*
  • Plantation of trees
  • Rehabilitation of the landfill in Akreuch Environmental impacts
  • According to the Moroccan regulations an Environmental Impact Assessment is not required for a project like proposed for Akreuch.
  • The project is not expected to result in significant negative impacts on the environment.
  • It should be noted that the inhabitants in the region are often complaining about bad odour caused by the landfill.
  • This smell will be substantially reduced by the implementation of the proposed project.
  • Rehabilitation of the landfill in Akreuch Environmental impacts Through the proposed project, the following activities will be added:
  • Reduction of greenhouse gas emissions by transforming methane emission into CO2 emissions;
  • Reduce risks of explosions and fires due to controlled landfill gas collection;
  • The appropriate management of the Akreuch site will result in a reduction of health risks for the local population, which is caused by toxic effects and the bad odour of the gases emitted with the methane;
  • Improvement of the living circumstances of the local population and generation of work.
  • Rehabilitation of the landfill in Akreuch Environmental impacts
  • The project can be characterised as a pilot project as it will be the first of its kind in Morocco.
  • It can serve as an example for other landfill sites in Morocco.
  • The experience gained and data collected on landfill gas for this project can be used for similar projects in the Moroccan context.
  • The replication of this project concept to other sites will increase the benefits.

  • Baseline methodology for power generation from enhanced heat recovery following the retrofit of existing industrial processes.
  • Project Description:
  • Purpose of the project activity is to increase the amount of heat recovered from two lines of sulphuric acid production at the Maroc Phosphore’s site of Jorf Lasfar, in order to generate a greater amount of steam, leading to a greater on-site power generation.
  • The replacement of the existing intermediary absorption towers by HRS systems will result in a significant increase of the heat recovery ratio, i.e. the ratio between the heat recovered and the heat released by exothermic reactions in the process.
  • The increased emissions free power generation will displace an equivalent amount of power from the Moroccan grid.
  • The project will also lead to a significant reduction of atmospheric pollutants, such as SO2, NOx, and carbon monoxide.
  • Technical and financial elements:
  • Project development costs: 2.5 million $US
  • Installation costs: 17.5 million $US
  • Annual operation costs: 0.75 million $US
  • Estimate of GHG emission reductions: 888 813 tonnes of CO2eq. over 10 years
  • Estimated carbon revenues from the project: 3.5 millions de $US
  • Heat Recovery Enhancement at the Jorf Lasfar Environmental impacts
  • As the modifications occur within the existing site, no environmental impacts study is required under the Moroccan law.
  • Positive impacts of the Project
